Mirela Gavrilas

Dr. Mirela Gavrilascurrently serves as the Director, Office of Nuclear Security and IncidentResponse, U.S. Nuclear Regulatory Commission (NRC).  She is responsiblefor the development and implementation of security and emergency preparednesspolicy at U.S. civilian nuclear facilities.  Dr. Gavrilas joined the NRCin 2004 in the Office of Nuclear Regulatory Research and served in positions ofincreasing responsibility.  Since becoming a senior executive in 2014, sheheld management positions for research and test reactors, risk assessment andreactor systems in the Office of Nuclear Reactor Regulation (NRR).  Dr.Gavrilas also served as the Deputy Office Director for Engineering and laterfor Reactor Safety Programs and Mission Support in NRR.  Among Dr.Gavrilas’s most notable contributions to the NRC mission are a methodology forthe probabilistic treatment of safety margins, the construction permit reviewfor the SHINE medical isotope production facility, NRC’s original accidenttolerant fuel plan, the security portion of the rulemaking for licensingadvanced reactors, and the Be riskSMART decisionmaking framework.  Beforejoining the NRC, Dr. Gavrilas served on the faculty of the University ofMaryland.  She received a bachelor’s degree in Nuclear Engineering fromthe University of Maryland and a Ph.D. in Nuclear Engineering from theMassachusetts Institute of Technology.
