John Harrell

John Harrell is Director of Dominion Energy's Nuclear Analysis & Fuel and Regulatory Assurance department. His team supports North Anna, Surry, Millstone, and V.C. Summer nuclear power stations in the areas of nuclear fuel procurement (uranium, conversion, enrichment, and fabrication), fuel engineering (core design, mechanical design, spent fuel management, and fabrication oversight), nuclear safety engineering (safety analysis and probabilistic risk assessment), corporate nuclear regulatory affairs, and emergency preparedness (nuclear emergency response). John has served at Dominion Energy since 1987 in a progression of corporate and station engineering staff and management roles. His early technical work included safety analysis methods development, reactor core thermal/hydraulic design, accident and containment analysis, reload cycle management, reactor vessel materials, licensing applications, and resolution of as-found safety-related plant equipment conditions. He earned bachelors and masters degrees in Nuclear Engineering from the University of Virginia and an MBA from the University of Richmond, where he taught management from 1995 to 2000. John chairs the Virginia Nuclear Energy Consortium board (since 2018) and the Virginia Innovative Nuclear Hub board (since 2025) and serves on Virginia Commonwealth University's Nuclear Engineering Program Advisory Board. At Dominion Energy, he is a member of the Management Safety Review Committee, is a Corporate Response Manager for emergency response, and has been management sponsor of the Nuclear Analysis & Fuel University Partnership Program since its inception in the 1990s.
