Toyoshi Fuketa

Dr. Toyoshi Fuketa is presently the Head of Decommissioning at the Nuclear Damage Compensation and Decommissioning Facilitation Corporation (NDF), Tokyo, Japan.

He was sworn in as a Commissioner of the Nuclear Regulation Authority (NRA) on September 19, 2012, when the NRA was established as a new regulatory body of Japan after the Fukushima Dai-ichi nuclear accident. After the five years as a Commissioner, he served as the Chairman of the NRA for another five-year term from September 22, 2017 to September 25, 2022.

Prior to becoming a Commissioner of the NRA, he engaged in nuclear safety research programs at Japan Atomic Energy Research Institute (JAERI) and at Japan Atomic Energy Agency (JAEA) for twenty-five years and performed various experiments regarding reactor fuel behavior, particularly during reactivity-initiated accidents, loss-of-coolant accidents and severe accidents. Numerous data and findings from these studies have directly and indirectly provided the technical basis for regulatory standards.

He was honored by ASTEM international with William J. Kroll Zirconium Medal.

He is currently a Senior Researcher in the Department of Nuclear Energy and Management at the University of Tokyo, a member of the Director General's Advisory Group INSAG at the IAEA, Chair of the Steering Committee of the OECD Project FACE for the Investigation and Analysis of at the Fukushima Daiichi Nuclear Power Plant accident, and Chair of the Subcommittee for Fuel Debris Retrieval Methodology Evaluation at the NDF.

Dr. Fuketa received a Ph.D. (1987), MS (1984) and BS (1982)in Mechanical Engineering Science from the Tokyo Institute of Technology.
