Adam Stein

Adam Stein is the Director of the Nuclear Energy Innovation program at the Breakthrough Institute, where he focuses on the intersection of technology, regulation, risk, and economics in nuclear energy. His work examines how complex technical systems interact with regulatory and institutional decision-making, with particular emphasis on emergency preparedness, resilience, and decision-making under uncertainty. He has spent over twenty years in the energy sector as an engineer, researcher, and consultant, contributing to advanced reactor development, regulatory reform, and high-consequence infrastructure planning. Adam holds a Ph.D. and M.S. in Engineering and Public Policy from Carnegie Mellon University, where his research focused on rethinking emergency preparedness and response for nuclear facilities as an integrated technical and institutional system. He also earned an MBA and studied Mechanical and Nuclear Engineering.
