Michael Callahan
Mike Callahan brings his expertise to intergovernmental relations, appropriations, infrastructure security issues, trade and nuclear safety for a wide variety of clients and issues. Prior to initiating his own public affairs consulting business, he led the Congressional Liaison efforts of the Nuclear Regulatory Commission in successfully articulating the agency’s policies and decisions during a long period of contentiousness and impassioned debate on its most controversial reactor issues. He also participated in official missions to South America, Asia, Europe, and the emerging democracies of the former Soviet Union in direct support of NRC Chairman Selin. His early assignments in NRC included managing headquarters personnel activities. He joined the staff of Commissioner and then Chairman-designate Lando Zech in early 1986 and counseled the Chairman during his and his successor’s, Chairman Kenneth Carr, tenures on sensitive matters relating to investigations, public affairs, congressional affairs, management, and personnel. He also provided direct support to Chairman Shirley Jackson in initiating licensing reforms and studying NRC’s regulatory missions. Prior to joining NRC, Callahan worked in evaluating major components of the nation’s reserve forces at the National Guard Bureau. Since establishing his practice in 1999, Mike has worked on new reactor licensing issues, developed strategies and execution plans regarding radiation detection programs and installations, nuclear security and nuclear waste licensing and regulatory issues, license renewal, and licensing requirements for alpha and beta emitters for pharmaceuticals. He also closely monitors the activities and interactions of the NRC and the Congress on nuclear matters. His current clients include, either on his own and/or under contract to Governmental Strategies Incorporated (GSI), the Decommissioning Plant Coalition, Waste Control Specialists, Orano, Interim Storage Partners, the Department of Energy, Morgan Lewis, and Pacific Gas & Electric.
