W11 Efficiency in Motion: NRC’s Cross-Cutting Licensing Progress
In response to section 505 of the ADVANCE Act, the NRC is leveraging new tools and flexibilities to institutionalize efficiency, predictability, and timeliness in licensing. This session will highlight the agency’s implementation of the Licensing, Efficiencies, Predictability, and Timeliness (LEPT) framework and the work of the Licensing Efficiencies and Processes teams, which are leading cross-cutting initiatives to modernize reactor and materials licensing. Attendees will hear how the NRC is coordinating efforts across offices to focus on the most risk- and safety-significant aspects of its work, proactively identifying near-term improvements, and aligning implementation of the ADVANCE Act with the regulatory reform direction of Executive Order 14300. The session will showcase how performance indicators, enhanced preapplication engagement, draft safety evaluations, and a graded approach are being used to streamline reviews while upholding the NRC’s commitment to safety, security, and regulatory excellence. The session will also incorporate feedback and insights from industry panelists, illustrating how LEPT-aligned process enhancements—such as early issue resolution and risk informed review strategies—are impacting licensing outcomes and project timelines.
